		<description>Yes we do. As a matter of fact, it&#039;s quite sickening. ATS is using footage of horrible accidents that cameras would not have prevented. The accidents were obviously caused by inattention to the road, which means the driver wouldn&#039;t have stopped for 10 cameras, let alone one.

Statistics from all over the US show that accidents typically increase in intersections where right light cameras are installed due to the distraction the cameras pose along with drivers who slam on their brakes to avoid getting flashed. I can provide examples of such statistics if needed.

What has been proven time and time again to prevent accidents at intersection is proper light timing and longer yellow lights. Photo Enforcement simply does not work and provides incentive for the shortening of yellow lights to cause more violations which results in more tickets and more money for the camera companies and the municipality. A perfect example from Arizona is the city of Paradise Valley. They were caught shortening yellow light times at the intersection of Tatum Blvd and McDonald Rd. This is a very dangerous practice and shows what a profit motive can to do traffic enforcement.

It&#039;s very sad that cities around the country have been duped by companies like ATS and Redflex in to thinking that their devices are about safety, when in truth, they are all about money.</description>

After summer, I am planning to work on writing up some papers/policy briefings on this subject.  While transportation engineers have studied RLC in small settings, they have not joined the discussion on how RLCs are actually implemented, e.g., emphasis on right turns in violations.  I would also like to move beyond the binary, lets keep RLCs and lets get rid of RLCs, and think about how best to use RLCs to improve safety.  If anyone would like to join this effort, please let me know.</description>
